The Port of Vancouver USA is a multi-purpose port authority located in Vancouver, Wash. along the banks of the Columbia River. The port has handled a variety of bulk and break-bulk cargos since 1912.
The Port of Vancouver USA is a hub for more than 7 million tons of cargo moving from as far away as the Midwest to the Middle East, making its way on barges, rail, ships, or trucks –all converging on port docks. The bulk of cargo at the port includes wheat, minerals, autos, large project cargo, and liquids.

The port is also home to over 50 industrial tenants that vary from panel manufacturing to electronics recycling and small-batch beer malt distributing. We have recently added more than 50 acres of ready-to-build industrial property, and are set to grow.

We seek a professional, knowledgeable, Environmental Program Manager for a regular, full-time position. The essential responsibilities for the Environmental Program Manager may include, but are not limited to, the following:
- Actively support the port’s mission and vision and demonstrate values consistently.
- Work effectively as a team player with all port employees, fostering a collaborative environment.
- Champion the implementation and successful long-term management of port-wide environmental programs such as Climate Action Plan, Sustainability Plan, smart growth initiative, air quality program, and SEPA lead agency procedures.
- Advocate for sustainable economic development through leadership of initiatives such as the Tenant Environmental Management Program including participation in tenant lease language, education and outreach, expansion projects, evaluation of commodities and compliance support.
- Manage environmental aspects of port programs on a day-to-day basis including contract administration, schedule, quality assurance and quality control and preparation of periodic reports.
- Manage environmental component of port development and operation projects and programs. Prepare, lead, and oversee permitting processes for the implementation of capital land use and development projects, operations and maintenance projects.
- Support all port departments on environmental aspects of the port’s strategic plan, programs, permitting, best management practices, funding, outreach strategies and make recommendations on complex port business issues.
- Ensure the port’s environmental compliance with applicable regulations.
- Represent the port in local, state, and federal agency meetings including strategy, preparation, presentation and follow-up.
- Support the port’s public involvement plan including participation in industry associations, speaker’s bureaus, open houses, citizen forums and other stakeholder outreach.
- Perform other duties as needed.
Qualifications:
Education: Undergraduate degree or advanced degree in environmental sciences, biology, geology, or related technical field is required. Professional certifications and licenses in project management, sustainability or applicable field is desired.
Experience:
- 10 years of progressive work experience in in environmental programs, sustainability, permitting, environmental regulations, environmental remediation, climate and air quality, storm water protection, hazardous materials management, and natural resources is recommended.
- Knowledge of local, state, and federal environmental regulations pertinent to the Port industry.
